กระทรวงเกษตรฯ ประชุมคณะกรรมการพัฒนาเกลือทะเลไทย ครั้งที่ 2/2564
วันพฤหัสบดีที่ 22 เมษายน 2564 นายอลงกรณ์ พลบุตร ที่ปรึกษารัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ เป็นประธานการประชุมคณะกรรมการพัฒนาเกลือทะเลไทย ครั้งที่ 2/2564 โดยมีนายอำพันธุ์ เวฬุตันติ รองปลัดกระทรวงเกษตรและสหกรณ์ ในฐานะรองประธานคณะกรรมการฯ เข้าร่วม พร้อมด้วยผู้แทนหน่วยงานภาคีและผู้แทนเกษตรกรเข้าร่วมประชุม ผ่าน VDO Conference จากห้องประชุม 123 กระทรวงเกษตรและสหกรณ์ ซึ่งที่ประชุมได้รับทราบความก้าวหน้าการดำเนินงานที่เกี่ยวข้องด้านเกลือทะเลไทย ดังนี้
1) ผลการขึ้นทะเบียนเกษตรกรผู้ทำนาเกลือสมุทร ประจำปี 2563 มีเกษตรกรขึ้นทะเบียน จำนวน 650 ครัวเรือน 1,150 แปลง พื้นที่การผลิต จำนวน 25,707.88 ไร่
2) กระทรวงเกษตรและสหกรณ์ได้ออกระเบียบกระทรวงเกษตรและสหกรณ์ เรื่อง หลักเกณฑ์การขอและออกใบรับรองมาตรฐานการปฏิบัติทางการเกษตรที่ดีสำหรับการทำนาเกลือทะเลและเกลือทะเลธรรมชาติ และกรมส่งเสริมการเกษตรจัดทำระบบการขอรับรองมาตรฐานการปฏิบัติทางการเกษตรที่ดีสำหรับการทำนาเกลือทะเลและเกลือทะเลธรรมชาติเรียบร้อยแล้ว ซึ่งเกษตรกรสามารถยื่นขอคำรับรองได้ ณ สำนักงานเกษตรอำเภอในพื้นที่
3) สำนักงานการวิจัยแห่งชาติ อนุมัติโครงการวิจัยด้านเกลือทะเล จำนวน 2 โครงการ ดังนี้
3.1 การพัฒนาและยกระดับเพื่อเพิ่มมูลค่าผลิตภัณฑ์เกลือทะเลไทยสู่การยอมรับเชิงพาณิชย์
3.2 การพัฒนาต้นแบบนวัตกรรมระบบผลิตเกลือทะเลคุณภาพสูงด้วยการสะตุเกลืออัตโนมัติเพื่อเพิ่มมูลค่าของเกลือทะเลไทย
4) คณะอนุกรรมการพิจารณาเรื่องหนี้สินของกองทุนสงเคราะห์เกษตรกรเห็นชอบให้กรมส่งเสริมสหกรณ์ได้รับการขยายระยะเวลาการชำระหนี้และงดเว้นค่าปรับโครงการสร้างระบบการผลิตและการตลาดเกลือทะเลของสถาบันเกษตรกรด้วยวิธีการยกระดับราคาให้ยั่งยืนเป็นระยะเวลา 2 ปี โดยให้กรมส่งเสริมสหกณ์จัดทำรายละเอียดเพื่อเสนอให้คณะกรรมการสงเคราะห์เกษตรกรพิจารณาต่อไป
5) องค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (อพท.) นำเสนอแนวทางการพัฒนาและบริหารจัดการแหล่งท่องเที่ยวชายฝั่งทะเลภาคตะวันตก (Thailand Riviera) สนับสนุนการท่องเที่ยวในเส้นทางนาเกลือตามแนวคิด “เกลือเม็ดสุดท้าย สู่ทรายเม็ดแรก” ระยะทางกว่า 100 กิโลเมตร ทั้งหมด 6 กลุ่มแผนงาน 75 โครงการ งบประมาณ 347 ล้านบาท
6) คณะรัฐมนตรีอนุมัติในหลักการร่างประกาศกระทรวงพาณิชย์ เรื่องกำหนดให้เกลือเป็นสินค้าที่ต้องมีหนังสือรับรองและต้องปฏิบัติตามมาตรการจัดระเบียบในการเข้านำเข้ามาในราชอาณาจักร พ.ศ….. เพื่อนำมากำหนดแนวทางการช่วยเหลือเกษตรกรชาวนาเกลือทะเลจากปัญหาราคาเกลือตกต่ำ
ทั้งนี้ ที่ประชุมมีมติเห็นชอบให้จัดทำโครงการกระจายเกลือทะเลค้างสต็อกเพื่อเสนอกองทุนรวมเพื่อช่วยเหลือเกษตรกร (คบท.) เพื่อช่วยเหลือการกระจายเกลือค้างสต็อก ปี 62/63 จำนวน 200,000 ตัน
