วันที่ 27 เมษายน 2565 นายชาญยุทธ์ ภาณุทัต ที่ปรึกษากรมส่งเสริมการเกษตร ได้บรรยาย หัวข้อ “สถานการณ์แนวโน้มของอนาคตเกลือทะเลไทยและความสำคัญการจัดการพื้นที่การผลิตที่เหมาะสมสำหรับเกลือทะเล”และ “แนวทางการขับเคลื่อนและพัฒนาเกลือทะเล” ในการประชุมเชิงปฏิบัติการบริหารจัดการพื้นที่การผลิตที่เหมาะสมสำหรับเกลือทะเล (Zoning) ระดับเขต ณ โฮเทล ฟิวส์ ระยอง จัดโดยสำนักงานส่งเสริมและพัฒนาการเกษตรที่ 3 จังหวัดระยอง
ในการนี้ ที่ปรึกษากรมส่งเสริมการเกษตร ได้บรรยายถึงสถานการณ์เกลือทะเลไทยในปัจจุบันว่า แหล่งผลิตเกลือทะเลที่สำคัญ ได้แก่ กลุ่มที่มีการผลิตมาก ประมาณร้อยละ 98 ของผลผลิตทั้งประเทศ มี 3 จังหวัด คือ จังหวัดเพชรบุรี สมุทรสาคร และสมุทรสงคราม และกลุ่มที่มีการผลิตเล็กน้อย ประมาณ ร้อยละ 2 ของผลผลิตทั้งประเทศ มีอยู่ 4 จังหวัด คือ ชลบุรี ฉะเชิงเทรา จันทบุรี และปัตตานี
โดยมีพื้นที่ทำนาเกลือที่ขึ้นทะเบียนเกษตรกร ทั้งหมด 19,041.27 ไร่ จังหวัดสมุทรสาครมากที่สุด 8,147.61 ไร่ รองลงมาคือจังหวัดเพชรบุรี 5,537 ไร่ จังหวัดสมุทรสงคราม 4,126 ไร่ จังหวัดชลบุรี 232.56 ไร่ จังหวัดปัตตานี 433.13 ไร่ จังหวัดฉะเชิงเทรา 347 ไร่ และจังหวัดจันทบุรี 217 ไร่
ในปีงบประมาณ 2565 กรมส่งเสริมการเกษตรดำเนินการสำรวจข้อมูลเกษตรกร นาเกลือทั้งที่ขึ้นทะเบียนเกษตรกรและไม่ขึ้นทะเบียน ทั้งหมด จำนวน 47,894.31 ไร่ มีเกษตรกรขึ้นทะเบียนเกษตรกรการทำนาเกลือทะเล กับกรมส่งเสริมการเกษตร ปีการผลิต 2564/65 จำนวน 597 ครัวเรือน 941 แปลง เนื้อที่ 19,041.27 ไร่
ทั้งนี้ กระทรวงเกษตรและสหกรณ์ได้จัดตั้งคณะกรรมการพัฒนาเกลือทะเลไทย โดยกรมส่งเสริมการเกษตรได้จัดตั้งสำนักงานเลขานุการคณะกรรมการพัฒนาเกลือทะเลไทย เพื่อขับเคลื่อนการบริหารจัดการเกลือทะเล พัฒนาประสิทธิภาพการผลิตเกลือทะเล พัฒนาบุคคลากรด้านเกลือทะเล จัดทำฐานข้อมูลเกษตรกรผู้ทำนาเกลือทะเล ติดตามและประเมินผลการดำเนินโครงการต่างๆ รวมทั้งจัดทำแผนปฏิบัติการพัฒนาเกลือทะเล ปี 2566-2570
รวมทั้งร่วมมือกับหน่วยงานต่างๆ ดำเนินกิจกรรมเพื่อพัฒนาเกลือทะเลไทย ได้แก่ โครงการสำรวจออกแบบเส้นทางท่องเที่ยวเลียบชายฝั่งทะเลภาคใต้ (Thailand Riviera) โครงการพัฒนาเชื่อมโยงการท่องเที่ยวเส้นทางสายเกลือ (Salt Road) การตรวจรับรองมาตรฐานสินค้าเกลือทะเล (GAP) ซึ่งปัจจุบัน มีเกษตรกรที่ผ่านการรับรองแล้วจำนวน 7 ราย การวิจัยด้านเกลือทะเล การขึ้นทะเบียนผู้นำเข้าเกลือทะเลจากต่างประเทศ การแก้ไขปัญหาเกลือทะเลคงค้าง การจัดงานสืบสานพิธีทำขวัญเกลือ การส่งเสริมและพัฒนานาเกลือทะเลเป็นมรดกทางการเกษตรโลก (GIAHS) การให้ความช่วยเหลือด้านการเกษตรผู้ประสบภัยพิบัติด้านเกลือทะเล การส่งเสริมและพัฒนาการตลาดเกลือทะเลไทย และกิจกรรมอื่นๆ ที่เกี่ยวข้อง นอกจากนี้ยังได้ส่งเสริมให้เกษตรกรชาวนาเกลือทะเลมีการรวมกลุ่ม เพื่อให้เกษตรกรมีเสถียรภาพ มีอำนาจในการต่อรองด้านราคากับตลาด หรือผู้ประกอบการรายใหญ่
สำหรับแนวทางการขับเคลื่อนและพัฒนาเกลือทะเล กระทรวงเกษตรและสหกรณ์ โดยสำนักงานเลขานุการคณะกรรมการพัฒนาเกลือทะเลไทย ได้จัดทำแผนปฏิบัติการพัฒนาเกลือทะเลไทย ปีงบประมาณ 2566 – 2570 โดยมีแผนงานต่างๆ ได้แก่ แผนงานยกระดับคุณภาพและมาตรฐานเกลือทะเลไทย แผนงานยกระดับพัฒนาเกษตรกรเกลือทะเลและเพิ่มขีดความสามารถในการแข่งขันเกลือทะเลไทย แผนงานพัฒนาระบบการตลาดเกลือทะเลไทย แผนงานจัดระบบการผลิตและการทำนาเกลือทะเลอย่างยั่งยืน และแผนงานบูรณาการส่งเสริมและพัฒนาเกลือทะเลไทย โดยในปี 2566 มุ่งเน้นเรื่องมาตรฐานเกลือทะเลไทย ปี 2567 มุ่งเน้นเรื่องการพัฒนาเกษตรกรและยกระดับผลิตภัณฑ์ ปี 2568 มุ่งเน้นเรื่องการท่องเที่ยวเส้นทางสายเกลือ ปี 2569 มุ่งเน้นเรื่องการพัฒนาที่ยั่งยืน และปี 2570 มุ่งเน้นเรื่องการส่งเสริมและพัฒนานาเกลือทะเลเป็นมรดกทางการเกษตรโลก
