กระทรวงเกษตรฯ ประเดิมมอบ GAP เกษตรกรนาเกลือทะเล 2 รายแรกของไทย พร้อมเดินหน้าตรวจประเมินแปลงนาเกลือเพื่อพัฒนาสู่มาตรฐานสากล
วันที่ 22 กุมภาพันธ์ 2565 นายอลงกรณ์ พลบุตร ที่ปรึกษารัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ ในฐานะประธานคณะกรรมการพัฒนาเกลือทะเลไทย เป็นประธานการประชุมคณะกรรมการพัฒนาเกลือทะเลไทย ครั้งที่ 1/2565 โดยมี นายอำพันธุ์ เวฬุตันติ รองปลัดกระทรวงเกษตรและสหกรณ์ นายชาญยุทธ์ ภาณุทัต หัวหน้าคณะทำงานเฉพาะกิจแก้ไขปัญหาเกลือทะเล และนางสาวนันทมาส ทองปลี รักษาการในตำแหน่งหัวหน้าสำนักงานเลขานุการคณะกรรมการพัฒนาเกลือทะเลไทย ตลอดจนคณะทำงานจากหน่วยงานต่างๆ เข้าร่วมการประชุม
ผ่านระบบ VDO Conference จากห้องประชุม 123 กระทรวงเกษตรและสหกรณ์
โดยที่ประชุมได้รับทราบความก้าวหน้าผลการขึ้นทะเบียนเกษตรกรผู้ทำนาเกลือทะเล ปี 2564/2565 โดยมีเกษตรกรที่ขึ้นทะเบียนรวม 7 จังหวัด จำนวน 597 ครัวเรือน 941 แปลง เนื้อที่ 19,041.27 ไร่ คิดเป็น ร้อยละ 82.57 เมื่อเทียบกับจำนวนครัวเรือนเกษตรกรที่ขึ้นทะเบียน
ในปีการผลิต 2563/2564 และคาดการณ์ว่าจังหวัดสมุทรสาคร จะมีปริมาณผลผลิตออกมามากที่สุดคือประมาณ 316,459 ตัน
ด้านความก้าวหน้าการดำเนินงานมาตรฐานเกลือทะเลไทย ในการตรวจประเมินแปลงนาเกลือทะเลเพื่อรับรองมาตรฐานสินค้าเกษตร เรื่องการปฏิบัติทางการเกษตรที่ดีสำหรับการทำนาเกลือทะเล (มกษ. 9055-2562) ในปีงบประมาณ 2565 โดยมีเกษตรกรที่มายื่นขอรับการรับรองแล้วจำนวน 25 ราย 50 แปลง พื้นที่ 1,461.22 ไร่ ปัจจุบันมีเกษตรกรจังหวัดสมุทรสาคร จำนวน 2 ราย ผ่านการประเมิน ได้แก่
นายเลอพงษ์ จั่นทอง มีพื้นที่การผลิตเกลือทะเล 40 ไร่ และนางสาววรรณจิตร สินทะเกิด มีพื้นที่การผลิตเกลือทะเล 44 ไร่
โอกาสนี้ นายอลงกรณ์ พลบุตร ที่ปรึกษารัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ ได้กล่าวแสดงความยินดีและมอบหมายให้ นายอำพันธุ์ เวฬุตันติ รองปลัดกระทรวงเกษตรและสหกรณ์ เป็นผู้มอบใบรับรองมาตรฐาน GAP ให้กับเกษตรกรทั้ง 2 ราย และได้มอบหมายให้หน่วยงานที่เกี่ยวข้องเร่งดำเนินการเชิงรุกในการส่งเสริมและสนับสนุนให้เกษตรกรดำเนินการตามมาตรฐานการผลิต GAP โดยมีเป้าหมายการตรวจรับรองแปลงนาเกลืออย่างน้อยจังหวัดละ 1 แปลง เพื่อยกระดับการผลิตเกลือทะเลไทยให้ได้มาตรฐานและรองรับการขยายช่องทางการจำหน่ายต่อไป
สำหรับผลการดำเนินงานโครงการแก้ไขปัญหาเกลือทะเล ปี 2564 ในพื้นที่การผลิตเกลือทะเล จำนวน 3 จังหวัด ที่มีผลผลิตเกลือทะเลค้าง
สต็อก จากปีการผลิต 2562/63 โดยชดเชยส่วนต่างราคาจำหน่ายเกลือทะเลให้กับเกษตรกร ตันละ 250 บาท รายละไม่เกิน 30 ไร่ ผลผลิต
ไม่เกินรายละ 443.40 ตัน สามารถชดเชยส่วนต่างราคาจำหน่ายเกลือทะเลให้เกษตรกร จำนวน 111 ราย มีปริมาณเกลือทะเลที่ได้ระบาย
สต็อกจำนวน 39,841.17 ตัน มีปริมาณเกลือทะเลที่เข้าร่วมโครงการฯ คิดเป็นร้อยละ 81.70 ของเป้าหมาย การเบิกจ่ายงบประมาณ
เป็นเงิน 10,076,707.75 บาท คิดเป็นร้อยละ 81.61 ของวงเงินอนุมัติ เหลือเงินงบประมาณที่ส่งคืนกองทุนรวมเพื่อช่วยเหลือเกษตรกรเป็นเงิน 2,493,592.25 บาท และมีดอกเบี้ยเงินฝากจำนวน 7,860.69 บาท
นอกจากนี้ ที่ประชุมได้พิจารณายกร่างแนวทางการให้ความช่วยเหลือเกษตรกรผู้ทำนาเกลือที่ประสบภัยพิบัติเพื่อบรรจุในคู่มือการให้ความช่วยเหลือผู้ประสบภัยพิบัติด้านการเกษตร ซึ่งเกษตรกรต้องเป็นผู้ที่ขึ้นทะเบียนเกษตรกร และมีแปลงนาเกลือตั้งอยู่ในพื้นที่ที่มีการประกาศภัยพิบัติ โดยที่ประชุมได้มอบหมายให้หน่วยงานที่เกี่ยวข้องประชาสัมพันธ์เกษตรกรเพื่อเร่งขึ้นทะเบียนและปรับปรุงทะเบียนเกษตรกรให้เป็นปัจจุบัน รวมทั้งเร่งรัดให้เจ้าหน้าที่ในพื้นที่เข้าไปทำความเข้าใจกับเกษตรกรถึงกระบวนการในการขอรับการช่วยเหลือ โดยกระทรวง
เกษตรฯ จะเร่งดำเนินการช่วยเหลือเกษตรกรชาวนาเกลือทะเลอย่างเร่งด่วน
ในการนี้ ที่ประชุมยังได้ร่วมกันพิจารณาแนวทางในการกำหนดราคาเกลือทะเลไทยที่เหมาะสม โดยรับฟังความคิดเห็นและข้อสังเกตจากหน่วยงานที่เกี่ยวข้อง อาทิ สภาอุตสาหกรรมแห่งประเทศไทย เกษตรกรผู้ทำนาเกลือทะเล กรมพัฒนาธุรกิจการค้า กรมการค้าภายใน กระทรวงพาณิชย์ เป็นต้น ที่ประชุมมีข้อเสนอให้ส่งเสริมการลดต้นทุนการผลิตของเกษตรกร การพัฒนาคุณภาพของเกลือทะเลให้ได้มาตรฐาน และการวิเคราะห์ต้นทุน การผลิตที่แท้จริง เพื่อนำข้อมูลมาพิจารณากำหนดราคาเกลือทะเลไทยที่เหมาะสมและเป็นธรรมต่อทุกฝ่าย
